Sage Exchange - Windows 7 Pro - "Unable to complete registration."

Am having trouble insalling Sage Exchange on my work stations running Windows 7 Professional. I am currently running BusinessWorks 2013 with the latest service pack. I have 5 work stations running Sage Exchange that use Windows XP Professional and Sage Exchange works just fine. It's just the Windows 7 Professional work stations that are not working. When I load the SDK, downladed from Sage, everything goes fine. When I install the Sage Exchange software from BusinessWorks it downloads and installs the software. Then when it attmepts to start the program a dark green box appears in the tool tray with rotating arrows. After a few seconds it then turns to the normal SE box and the error message "Unable to complete registration" appears on the screen. When I click OK the SE box disappears. I have looked for technical information concerning Windows 7 and Sage Exchnage and have not found anything. I also contacted Sage support and they said it was environmental (Yes, Windows 7!!!) I have tried uninstalling the programs, unloading the virus protection, and reinstalling with the same results. Am wondering if there is any technical information I have missed along the way in the Knowledgebase... Looked through as much as I could find and am stumped...
