Is there a tax table download for BusinessWorks 2012, SP 13?

There will not be a tax table update for version 2012. Tax table updates are only available for supported versions. Service pack 9 for version 2013 and service pack 1 for 2015 are now available to download from the Portal. You can upgrade straight to 2015 and service pack 1 from version 2012. In the Knowledgebase search on article 51401 for How to upgrade to Sage BusinessWorks Accounting 2015.
