Document management issues with Sage 300 CRE with new users

Hello,
Just wondering if anyone else has seen something similar to what we are facing.  Currently we have Sage 300 CRE ver 15.1.33 Rev 2 installed on Windows Server 2012 R2 Standard.  The server is joined to our local domain.  We have Document Management (DM) in Sage setup to be tied into our Active Directory (AD) domain by username.
When we create a new user AD user and then create a corresponding Sage User account, assign DM rights to the new user by putting the user in as part of the Privileged Operators group in Sage DM,  When we try and run a SQL query with this new user account, we get an error saying: "Query Compile Error" for the title and "Executing query '[TS_JC_Job]="*jobname*"'... [Target:'[email protected]'] - Validating...ERROR: You do not have permission to use Index key 'TS_JC_Job'. STOP - Validation failed."
This same Sage account, tied to a different AD account will be able to run this query if (best we can tell) the AD account was created before Sept of this year.  Any AD account with any set of AD permissions (including Domain Admin), WILL NOT work if it was created AFTER Sept of this year.  AD accounts that were created BEFORE Sept of this year seem to work without issues though for the Sage accounts tied to these old AD accounts.
Seems like the user account within DM is not getting created.  We have contacted support but have been told that there is not a way to manually create a user account within DM, that this is supposed to be automatically created.  So far, support has not been able to resolve this issue for us.  Any help would be appreciated.
