I am wondering how I can make a Project Directory Report for each project sorted by cost code and having all subcontractor's information. I am assuming it pulls from the job set up screen but I am not sure how to do that.

What is the source of the example report you included in your post? It looks like a report that was created in Crystal Reports, using the these records: PJ Job, PJ Job Contact List, and PJ Job Spec Section. You can use Report Designer to print the data dictionary from the Tools > Available Fields menu.
