The Equipment Cost fields are visible if they are part of the Time Entry view you choose for data entry in PR-Tasks-Enter Time, Change Time Entries or Enter Cheques. You can have multiple Time Entry views available based on your Payroll setup. Some may have the Equipment Cost fields included (some may not). Time Entry views can be modified under PR-Tools-Customize Time Entry.

You will want to make sure the Payroll interface to Equipment cost is turned on. In Payroll, File, Company Settings, PR Settings, Interface Settings.
