Yes, those are two names for the same thing. Contract Change Orders are referred to Schedule of Value changes, Owner change orders, Prime change orders, some folks even call them Budget change orders, so that can be confusing.

In Sage 300 CRE, Approved Contract Change Orders or Approved Project Management Change Orders create Approved Schedule Value Change transactions in Job Cost, so depending on where you are looking, you can see different terms.
