I am not sure or not if Report Designer comes standard with Sage 300 or if you have to purchase it.  In your list of Applications, Accounts Payable, Accounts Receivable, etc.  you would see an application named "Report Designer" if you have it.

Report Designer is not a required app when Purchasing Sage 300 CRE.  So, if it is not on your menu you either don't have it or security to use it. 

Report Designer is an additional application that you would need to own a license for. As Bill stated, you won't see it on your Sage 300 CRE menus if you do not own a license to it.  If you need data dictionaries (which is what Tools, Available fields provides) you can download the standard data dictionaries for most applications from the Sage Knowledgebase article 21008. The standard dictionaries in the KB show the default field names and options and do not include customizations you have made in the software.
