It sounds like there may still be a locked session open at the server. Not knowing exactly how this user connects to Sage, I can't be very specific.

You may want to get everyone out of Payroll, then have your IT departement check for open PR files using the Pervasive monitor and then terminate any open sessions. It is best you contact your IT department.  It is very important not to terminate sessions associated with users that are actively working in Sage.  KB article 23883 outlines process to check for locked sessions.
