Reports run extremely slow on workstation

We have had issues for a long time with reports taking forever to run.  I blamed it on the server, we have just moved to a new server and are having the exact same issues. I have been through KB61331 and checked every suggestion and it hasn’t helped. 

Server & Workstation have exceptions in virus programs, I have even turned OFF the virus protection on the server and workstation and that doesn’t help. KB17258

Pinging between the server/workstation is >1ms per KB31213.  I can ping by IP or server/computer name.  I have changed the network connection to 100mbs Duplex on the server & workstation.  Also did as suggested and copied a 50MB file between the server/workstation and it took about 6 seconds both ways.

I created a Archive Log Viewer folder and moved the Log Viewer file as instructed on KB19543

File location for reports is  \\Sage4\ProgramData\Sage\TIMBERLINE OFFICE\9.5\Accounting\Report

The problem is on all workstations. I am administrator and have all access so it is not a permissions problem.

The problem reports are Report Designer reports.  I would think it was a problem with the reports expect they run very fast on the server. The table below is 3 different reports and the time it takes to run.  This is the same for standard reports and custom reports.
