It's difficult to answer this question without knowing your setup and where you are in your calendar for Job Cost.  If JC is still in 2022, which i doubt, then it could be as easy as doing a query, adding the YTD Billing Column and JC State and exporting to Excel for further processing.  Or it could be as complex as writing a transaction based report that looks at either the Tax Group used for the billing or the State field in the JC setup if you don't use taxes.  I suggest you contact a consultant to review your setup and make appropriate recommendations for you.
