I am looking for a job cost from 2017. When I go to look for it, I select new, current and history and there's no 2017 showing up in the system. It goes from 2014 to 2019. Can someone explain where I can find my missing job cost please?

I would try each one separately (new,current,history) and use the criteria/range button to find the job you are looking for
JC - Help - Help Topics - Index Tab - choose Move Overview. My guess is that year-end procedures where to move jobs and transactions to an archive data file. You'd have to find the archive file. It may be in a much older version of Sage and not useable now, unless it's been upgraded each time you upgraded to newer versions.
