Is there a report or an inquiry I can run to show when a cost code was used last on any project, current or closed?

You can use Job Cost Inquiry, Cost Control, Cost Spreadsheet, and drill into a job. From there you can add the column for Date Stamp.
It's not perfect - the Date Stamp is updated anytime the record is updated, including when entries are posted, the month is closed, or when someone goes into Setup, Cost Codes, and clicks Save on a cost code.
