There is a check box on the Job Record within PJ Project Mgmt application. Go to Setup, Job, moved to the Chane Mgmt tab.  You will find a check box at the bottom of the screen. Use caution when changing this setting Keep in mind that you should create change order records in 1 place either PJ or Job Cost. You could get unexpected results if you create them in both JC & PJ.
