The error message in the title of your post means the hamster's in the cage but the wheel isn't turning.  

Please offer more details on:

- Which version, and Edition of Sage 50 you are working with?

- Where is the data stored?  

- Windows can be very protective of some folders and disk locations.  Does it work if you put the folder on the desktop?

- Which version of Windows is on the computer?

- If there's a server, how is it connected?

- Which anti-malware program(s) are you using?

Try to open the sample data after installing.  It will access a public folder on the same computer, and should work.
