I am trying to import and excel spread sheet with billing information into Time Slips 2017 in order to invoice our clients. Is this feasible?
You can import time and expense entries through TSimport. You will need to save the excel spreadsheet as a CSV type file.
As Caren2 says, yes, you could use the free/included TSImport. Quite common to do so.
Of course the success of such an effort depends much on: 1) how good the data in the sheet is, 2) how well the import template is designed to match those fields. If you've never worked with CSV files or created an import template, it can be a bit challenging.

I'm having an issue trying to create a template. Is there any support on how to create a template? Are you actually able to build a template for your specific needs or are the fields automatically generated?

Templates can be developed to meet your specific needs for the allowed record types. Consultants like Nancy and I are a Soto help with this.
