The contents are usually "rolled up" under a very slim horizontal bar with a little triangle pointing down.  If you click on the bar, it should roll down the contents and you should be able to see it.

Do you not see the bars at all? Are they not rolling down? What behavior ARE you getting? What version are you using?

The Billing Status and Rate Settings are related to SECURITY settings for Slip creation (edit rate settings).

While the Adjustments and Attachments are related to Setup, Features Enabled, Transactions section, Slips.
