Just tested in v2015 and it will work if you set an exception to the normal rate rule on the Client.  I think you probably have it set correctly on the Task, but the rate rules never get you there.

Thank you Nancy, but for some reason the rule will not show that I set it up as a flat rate but rather an hourly rate.  Here is the set up I created for the task.

In the last screen shot, it shows that the type as "hourly" rather than "flat". 

Are these the steps you followed to get it to work?  I feel as though my software is corrected.  There are many things that don't work the way they should and I get error messages all the time.  I updated my software to 2018 and have run into a few glitches.

Please don't bother researching.  I tried setting the "Automatic Rate Selection Rule" to "Task - Level 1" and it worked!

Another setting that might make this easier for other clients in the future is in Setup > General. On the Rules page there's an option for "Flat rate tasks override the default client rate on a slip". That should help avoid setting up rate rules for individual clients.
