If you can round 20 minutes to .3333 or .33 why can't we round to .3? That is the requirement for all our clients

Need to be able to convert attorney time from e-center stopwatch to billing program in hours.tenths (20 minutes converts to .3) not .33 or 3333

I think you are misunderstanding what that setting is for. The rounding setting (for 6 minute increments) is what controls how many decimal places show on the bill. 
 The setting you are talking about has to do with how Timeslips would calculate the value of a 20 minute slip. 
 
 When slips are created, Timeslips stores them with their actual time spent showing, but when it produces the bill for that client THAT is when it does the rounding. Note that you will not see the rounding effect on the slips until AFTER the bill has been run.

I am a little confused as 20 minutes should convert to .4, as 18 minutes would be the highest quantity of time that would round up to .3. 
 At 18 minutes + 1 second, you are over .3 and should round up to .4. 
 Timeslips always records the time at actual expenditure, you can set clients to round to the closest 6 minute (.1) increment when it bills out.
