KB 14347 contains the requirements to email bills using Timeslips. KB 63441 describes your exact issue and resolution.

This message is typical of not being an installed application, conflicting versions or a 64-bit version installed.

If only one of the two programs - Outlook or Timeslips - is set to "Run as Administrator" then they will not be able to communicate due to the elevated privileges of one versus the other.

Does your firm actually use the Outlook Integration? BTW, that is entirely different from using Outlook to email bills.  You might want to review what the Outlook Integration does in the Help topics, and see if you want to use it.

Most firms do not use this feature, and you can disable it completely under Setup, Features Enabled. N.B., You must be the ONLY one in the program to be able to access Features Enabled.

If you are having trouble using Outlook to email the bills, then follow 's advice.
