You don't necessarily need to use mail merge, you can build your cover letter right into your invoice template
As Marc mentions, it is pretty easy to enable the cover page on your bill layout and see if that works. If you truly are looking for mail merge capability, the later versions of Timeslips offer mail merge jobs. Look for that on the reports menu.
