Timeslips 2011 - I/O Error 103

I am having an issue with one TS Remote station.  After installing the main Timeslips 2011 on a new computer, one of the TSRemote stations (from a total of 5) when using the Send Slips to another database comes up with File I/O Error 103.  Cannot find what 103 means.  All folders permissions are in place and I can navigate to the source computers folder where the main db is located

Any suggestions or solutions?

    Could not establish the network lock file PDOXUSRS.NET needed to open this database. Please confirm that you have access to the program installation directory. Perhaps the directory path has changed, including a file mapping. Also consider directory rights.

    This is going to be a Windows issue/thing, not a Timeslips thing.

    Try running the executable as Administrator.

    I have found that if I delete the PDOXUSER.NET file on the server after shutting down Timeslips, the exchange will work. What is going on here? How do I get to sync properly? The install and data folders all shared with everyone and clearly Timeslips can access these folders
