I have followed the attached procedure, yet it brings about the same error, any advice?

Hi Sharon

The only other advice I can offer is the following:

Ensure that the centrally shared Repository folder (e.g. C:\EvBICMetadata) is fully shared: Give all relevant Windows users (for all evolution agents) full Read and Write access on this folder.
