If you run a Report and the Headers are reflecting correctly, however the content of the report is not correct, see solution below.
On the People Home Page in the Routing Field at the bottom of your screen you can type in:
--DISABLELOCALIZATION and Enter
**The --DISABLELOCALIZATION will need to be run in the Routing Field every time one opens the People Application.
