You're correct it could be reginal settings, please access our KnowledgeBase postal via this link https://za-kb.sage.com/portal/ss to get a guide on the regional settings.

I don't think its an issue of regional settings. This is on the same server, and if I log in with my SAGE 300 People profile I can run the UI19 with any error. Once I switch to the specific user's Sage 300 account then the error pops up when you Click on Report Manager.

Error 13 can also be caused by -Strange Characters  -Check YTD+ values:  cannot be negative -Excel/Regional Setting  -Windows and Office not updated to latest Service Packs or Updates/Upgrades/Bug Fixes.

I would suggest that you check all these things on the other users profile.
