KPI Automation - direct input from ESS to Payroll

Question

Good Evening, 
 We have placed a request with our BP the following requirement: for KPI automation between ESS and 300 People (Payroll) using the BPs internally generated platform to build and run this automation. I am trying to understand why we would be charged a monthly subscription fee for this automation considering that ESS and 300 People are SAGE products? This is over and above the BOT (Node-Red) development costs which we are being billed for as well? 
 Please help me understand this?
