I have tested this report on a customer on the same release and it works fine. How many selections are you making as there could be data sets conflicting with one another.

Now I can select custom period with no other selections and it prints only the Temp co rule and excludes the Perms.

When Perms is selected is it gives the error for filters and the co rule is active.

Will you please check if the Termination payout and termination payout rate have been setup under the leave policy.You can refer to the attached screenshot. Also make sure that the BCEA is setup under your payroll definitions.
