That's error seems like an inconsistent internet connection session. Try the below steps to see if the issue resolves, just ensure that the comms are switched when this is attempted and for users to log off:

• Move all the Outbox_Diff/Inbox_Diff files over to a backup folder (For both HO & Branch Servers).
• Within internet browser, clear the browser cache.
• Run a full sync 
• Run a send/receive.

Thanks for the answer, though that did not seem to fix the problem. Any other ideas?

What happens when you browse that webservice address from the PC that is running the Send/Receive? 

If it successfully connects then it should return the below window. 

If it doesn't return the window then the Web Service in IIS at the H/O may be the issue. You will need to check if you can connect from H/O side.

I also noticed on your path you are not pointing to a Default Web Site folder. If you can share how your IIS web Site for RMS is setup at H/O.
