Lined Notes not working

I have a Issue with one of our Clients.  Here is the Scenario.  The have a Onsite Server Running ESXI.  So one Server is Allocated where all Pastel Data is stored and other Server is where they all work on.  All Users work on Remote Desktop on the Server.  The weird issue I am having is two of the users has problems with Lined notes, when editing. 

One user can only do it when working from home on another computer and using VPN to connect to the same Remote desktop session, but not from the Pc that is at the premises. Using Same credentials.

Other user can only do Lined notes from the Office but not from home using VPN and remote desktop session.  Using same credentials.

I have tried everything in repairing server side, I think It can be profile related on the Server but when they log in from different machines it changed and they either can do lined notes or not.  So is there something in Pastel triggering this.  This is a On-Site Solution and not a Sage Pastel Cloud Solution.
