Scheduled report on a server not running as scheduled

Question

The reports run when manually generated, but scheduling does not work on the server. 
 Scheduling does, however run on a single workstation for these reports. 
 The server is on a different time zone, yet I am unclear on why this could cause a problem. 
 All Add-ins required are active and output folder permissions are correct. 
 No error messages received. 
 Please advise.

 Please note this setup is not done within Sage 50c Partner/Xpress. The setup for the schedule is done in Windows. We cannot indicate why the report does not run on the server.
