I have done this and restarted before I tried to install it again, but it did not work.

Please turn off the User Account Control setting and restart the PC. You can google how to turn off the User Account Control setting based on the machine you are using. Also, look at the following pointers below:

* Try Different network
* Change from Wifi to LAN
*Hotspot Internet from phone
* Check the version of the .NET Framework
* Use a different PC (a personal PC would be best)
