When i try opening the employee masterfiles i get runtime error 9 and then payroll closes.
I have rebuilt the files, done legisaltive releases and nothing seems to work.

Please make sure that the region settings are correct.
If the error persist you need to restore a backup before the error.

We tried importing an old backup and that hasn't corrected the issue.

Please see below
Kindly follow the below steps to correct your error:
1. Navigate to your company directory e.g C:\Payroll\Demo_
2. In the company folder search for a file called PAYDSCCO.BAK
3. Right click on this file and select to delete the file.
Your company will now open without the error and you can process as per normal.
If the error persist you will need to restore a different backup.
