I was getting the same error.

I managed to speak to a consultant and sort my issue.

If you haven't, go to the Employee Masterfile on your payroll system. Go to the employee with the error.

Go to the tax tab , IT3 (a) reason code and see if you have selected the correct reason.

My employee salary was below the threshold for tax . It was suppose to be drop down 2 and i had selected 4. Therefore i was getting the above message.
