Have you uninstalled Sage-connected service?

If not please uninstall and reinstall Sage connected service: To get started follow the steps shared here

This suggestion from Sage Support sorted out the issue:

Zip up the EVS folder in C:\Users\Username\AppData\Local\EVS\Data

Then delete the original folder 

Uninstall and re-install payroll:
