On 24 February 2024, the Zimbabwe Revenue Authority (ZIMRA) published Public Notice No. 16 of 2024. The notice postpones the implementation of the New PAYE Return the implement of the TaRMS until a future date to be advised.

The New PAYE Return was to be submitted through the TaRMS system, the return would have functionalities to calculate PAYE, tax credits, exemptions and deductions, however the return was not functioning as intended and could not deployed.

In the meantime, employers are required to submit the short PAYE return (understood to be similar the P2 Form) available on TaRMS until the new PAYE return is implemented. In addition to the short PAYE return, employers will be requested to fill in and attach the PAYE template in excel format.

Employers who had already submitted the new PAYE return do not need to resubmit the short return for January 2024.
