Can't apply for leave for one employee on Self Service

I have been using SBCP for a year and Self Service has been active since we started using SBCP.

There is one employee that no longer can apply for leave through Self Service. When he wants to apply there are no leave types to select. It is an active employee that was always able to apply for leave.

Even when I log in as the admin user there are no leave types available to select for this employee.

I can't see anything strange on the employee, he is listed with the rest of the employees under users.
