Lesotho: Covid-19 Relief Measures Affecting Payroll

Following an announcement by the Government of Lesotho to assist businesses with relief measures to mitigate the economic impact of Covid-19, certain tax relief measures have been introduced for tax compliant businesses.

Tax relief measures affecting payroll:

  • Non-essential business (closed business during the lockdown) will be allowed to defer their PAYE payments of April, May and June. These deferred amounts must be paid by the end of July and spread out into 8 equal monthly instalments to the end of March 2021.
  • Employers must still declare and submit their monthly PAYE reconciliation reports before the deadline for April, May and June
  • The deferral is only applicable to PAYE. Fringe benefits tax must still be submitted and paid as usual.
  • Essential businesses which are operating during the lockdown will not be allowed this relief – filing and payments of PAYE should happen as normal. 

No changes will be made to the system to accommodate this, this will be an administrative requirement from the employer when filing and making payments to the LRA.
