Default tax options missing for new company?

SOLVED

I'm trying to set up tax codes in a new company file. But when I follow the online instructions and go to SETUP > SETTINGS > COMPANY > SALES TAX > TAX CODES, and then click on the magnifying glass in a new code to go to the Tax Code Details window, and then click on that magnifying glass to go to the "select tax" window...there's nothing there. I've attached an image to show where exactly I'm at. 

I can't find any instructions or information on how to populate that "select tax" window with tax options. I'm thinking maybe there is supposed to be default tax information that should be there, but for some reason is missing for this new company? I have an older company on this computer that has that box populated with tax options. 

My google is usually pretty good, but I'm coming up empty on this one. All the instructions I find seem to expect tax options to already be there.

    The Taxes setup screen requires accounts to be able to be completed and because the setup wizard completed without a chart of accounts, it could not setup any taxes.  When you want to do the Chart setup yourself, you also have to set up everything else yourself.  So please make sure you go through every option in the Setup menu to make sure it is correct before you start posting any journal entries.
