iisreset failed to restart

I attempted to do an iisreset and it stopped but would not restart. this has caused problems with everyone trying to access crm.

    Hi Howard

    If you are trying to run IISRESET.exe from a command prompt, make sure to open the command prompt as an administrator.  IIS depends on a number of other services in order to run. If one of these dependent services is not stopped before you try to restart IIS, IISRESET.exe may fail. 

    You can use the Windows Services console to stop and start the IIS services. To do this, open the Windows Services console and navigate to the World Wide Web Publishing Service. Right-click the service and select Restart.

    If that fails, reboot. If it still fails, then you need to start looking in the logs and the event viewer.
