problem background: Salesperson B create a lead. At this point, the lead can only be seen by Salesperson B, and send to manager for approval.

After review the lead, the manager then decided that this Lead is not ready to be process due to specific criteria (timing not right, lead is from bad company), and then want to put this lead to Keep In View (KIV) state/status to process another time when the timing is right. While the lead is in KIV state/status, the manager want to make this lead public & can be seen to other salesperson, so that any salesperson can check it out & take this lead, while the management is monitoring this lead.

I have check out Security profile, but does not fulfill the requirement above.
