Access to custom reports is controlled through Role Maintenance in Library Master. The report will be listed under the "Reports" sub-category of the module you added the report to. Also, when you are adding the report through Report Manager, one of the prompts you receive during the wizard is for the roles that will be allowed to access the report. Selecting them here saves you the step of going through Role Maintenance!
