Payroll vacation hours available - did I just discover a bug?

SOLVED

Working with a client to get vacation accruals set up and just discovered this.

The screen shot below is from the ABC demo data. I checked it back to version 2015 and got the same results.

Note the available hours field for vacation is showing 0.  Shouldn't it be 72?   In the past, I could swear I would have the client manually set up starting hours and the  result would be 72.

Per help screens this should be calculated as follows:

This field displays the number of hours available for the benefit type, and can only be viewed. This amount is calculated by subtracting the amount in the Hours Used field from the amount in the Hours Accrued or Annual Limit field, and then adding the number of carry-over hours from the previous year.
