A job will not be moved to history if it has non-zero retention balance, deferred revenue, or unbilled cost.

Thank you. I have looked and these jobs have no retention, no deferred revenue and all the costs have been billed. I am at a loss. Do you possibly have any other suggestions as to what might be the problem? Thanks. 

Unbilled Cost in the job (JC_Job) and all cost codes (JC_JobCostCodeDetail) must be 0.  Other than that, the job status must be 'Closed' and the job status date must be <= period ending date (or purge date if you run the Purge Closed Jobs utility).

maybe consider comparing the jobs in DFDM to ensure the flag is set correctly and no other unusual field values.  the date as @Natasha Chang mentioned should be double checked.
