In Job Cost Options, Entry folder check the Select Job Statuses Allowed in Data Entry check box.

That will allow you to use the Job Status Maintenance task in the Job Cost Setup menu.

Select P/R Time Track Entries in the Data Entry Task column.  Then choose which job statuses are allowed.
