warehouse to warehouse transfers

Is there a way in SAGE to handle warehouse to warehouse transfer requests in which each warehouse involved can actually "see" the request?  For example, Warehouse "X" needs an item that is available in Warehouse "Y" (these warehouses are in different states and materials are transported by shuttle on a weekly basis).  Warehouse "X" can pick up the phone and request the item be transferred, but then 1) the item keeps coming up on the reorder report for Warehouse "X", and 2) even though Warehouse "Y" has physically sent the item, their reorder report will not show that they need to reorder because it is still showing up in their inventory.  So to alleviate these issues, Warehouse "X" has to issue a bogus PO for the item so that it doesn't show up on the reorder report, and Warehouse "Y" has to issue a bogus SO for the item so that it allocates it.  Then, once the item is actually received, we do a manual transfer entry, and then have to cancel the bogus PO and SO.  There's got to be an easier way so if anyone has any suggestions, they would be much appreciated.

    One way to avoid Warehouse Y appearing to still have the item is to transfer the material to a truck or in-transit warehouse. We have a different truck warehouse for each physical warehouse so managers can see what is on the way to their warehouse via transfers. When it arrives they do another transfer from the truck to the physical warehouse. We also create a bogus sales order for the transfer so the warehouse can scan each item to verify they are transferring the right items.
