A guy called Philip Nel gave me the answer:

A simple fix, change regional settings to English Europe and it works, i think the mdac drivers is set for English Europe, one can still set your formats to what ever your settings should be like 2 decimals, Currency symbol, date format and measure settings but must use English Europe for Regional settings and make sure you have a "," as list separator.
