This is what I did in Firefox.  I know there is a similar change for Chrome, but do not have notes on it. 

(1) In a new tab, type or paste about:config in the address bar and press Enter/Return.

Click the button promising to be careful or accepting the risk. 

(2) In the search box above the list, type or paste uniq and pause while the list is filtered 

(3) Double-click the privacy.file_unique_origin preference to switch the value from true to false 

That change removes a security patch restriction that prevents local file loads by local pages.

The latest AOM (2023) is and html file which you can open in Chrome or Edge or pretty much anything.

Thanks Jim, will give the above a whirl if I can't get things working again.  I found a link online that seems to work in Chrome.

A coworker found another method of opening the AOM from the file system using XML Notepad.  Open the Advantage.xml, then go to XSL Output.  You can then navigate up and down through the various pages.  If you get too deep down in the navigation simply go back to Tree View then XSL Output to go back to the main page.
