Having the exact same issue. Did you ever figure out the cause? 

I have tried all the standard MSI installer issues. Can't find the answer to this one. Have it happening on two PC's

Yes, we resolved this problem. It happened to be one of the latest Microsoft Visual C++ Redistributions. Try to uninstall latest Visual C++ Redistribution using Control Panel, reboot computer, install older version of C++ may be 2012, and install MAS 500. Once you got it working, you can update C++ redistribution. Our current version is updated to 14.14.26405. Play around with C++ Redistributions. Good luck.

Thanks for the reply. I figured it out last night too. I found a knowledge base article that pinpointed the Visual C++ to uninstall. It was 2017.

I had two computers doing it so one piece of advice that I found. There is a C++ that shows 2015 in control panel but if you expand the line it is actually 2015-2019 so watch out for that one if you run into the problem. I had to uninstall that one too.
