Upgrading from 7.4 to 2013 (7.5)

I have installed SQL Server 2008 R2 Std on a Server 2012 Std and restored my Sage 500 ERP database backups to this server.  I logged into the client and changed my License Type to TEST.  I then run the 2013 Sage 500 ERP Database Upgrade Utility with Compare with Pre-Processed Database Information and Compare with Version is 7.50, I also check Generate Database Upgrade Script.  When finished, I click on the Upgrade DB button, select my app database, Update to Version is 7.50 and User Pre-Generated Database Upgrade Script is checked.  Clicking Proceed->Proceed results in a message telling me to Please run the DBSync utility before proceeding., so I do.  I receive a message that 'tciSystemDatabase' does not exist or you do not have permission, and tciSystemDatabase cannot be found in the tables of any of the databases.

Does anyone know what is going on?

    Did 7.40 have an "app" and "sys" database still? Sage 500 used to have two databases, e.g. mas500_app and mas500_sys. Seems like you are missing the sys DB maybe?

    I have _app, _iapp, _pl, _pt, and _sys databases.  I manually created tciSystemDatabase inside of _app, then the Sync tool began throwing errors of columns not existing in the table, so I assume the table should exist in the _app database.  When we upgraded to 7.4, we kept our database names of best_* instead of mas500_*, I will need to see if this could be part of the problem as well.
