The Minimum Sales Quantity in Sage 500 ERP is available only at the Item level. There is not a way to set a minimum quantity by Item/Customer. You could setup a tiered pricing (aka Price Breaks) that would provide a discount to a customer based on quantity ordered and make it very beneficial to them to order a quantity that you prefer they order by, but it still would not stop them from the order being created for a lower quantity in the system.
