Hello.
We sometimes encounter a sales order line that is not available to be pulled into an RMA from the Select Lines button.
What are the scenarios that would cause this to happen? Allow Returns is checked in Maintain Item for the item.
It would appear that these are normal shipments with no returns already performed.

There are also some Sales Order options that will affect this.
(Ignore the yellow highlighting as that is just coloring to that can be assigned by company in a possible future release, and is not the focus of what I am trying to show here.)
